"OI Policy Assessment Framework"

This project provides an overview of relevant policy issues to support Open Innovation. We will first develop a theory-driven, conceptual framework in which a broad range of policies will be connected to the various dimensions of Open Innovation. The framework will first and foremost capture innovation policies, but we also pay attention to aspects of competition, entrepreneurship and education policy. It will describe when, how and why these various policies are legitimate.

Next, the framework is confronted with the practical situation in two Era-Net regions, i.e. The Netherlands and Flanders. Drawing on desk research and in-depth interviews with policy makers and experts, we assess existing policy practices that are compatible with Open Innovation, those that impede the adoption of Open Innovation in businesses, and those that are still missing to create an optimal economic and institutional environment that promotes Open Innovation. We also analyze at which geographical level different policy measures have to be executed. The second stage also serves to refine the framework.
